Management of Islamic social funds at the mosque level often faces dilemma when intersecting with productive business empowerment, especially regarding the risk of commingling social and commercial funds. This study formulates a mosque-based economic architecture that integrates social finance with entrepreneurial financing through a dual-entity governance model. Using a model-based conceptual research approach, this study constructs an inter-mosque collaboration framework encompassing risk-adjusted pooling funds, a financing graduation system, and tiered impact evaluation. Through scenario simulation on 10 mosques contributing IDR 5,000,000 per month, this model projects a net financing capacity of IDR 456,000,000 per year (equivalent to 91 MSME units), after accounting for a 20% liquidity buffer and a 5% default risk reserve. The findings offer novelty in the form of an MSME transition mechanism from benevolent financing (qard) to commercial schemes (mudharabah/musyarakah) that mitigates moral hazard, as well as impact measurement that separates empirical socio-economic achievements from normative Maqashid Shariah justifications.
